Ruto’s July 2026 Appointments: Who Was Nominated and What Happened Next

President William Ruto’s July 2026 executive changes included a government spokesperson appointment and nominations to several commissions and intergovernmental bodies. By October, the main commission appointments had been completed, and the seven nominees to the Intergovernmental Relations Technical Committee (IGRTC) had been ratified and appointed.
Government communications
Charles Owino was named Government Spokesperson after serving as Acting Head of Government Communications. Isaac Mwaura was redesignated as Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President. These were changes in executive roles; the announcement did not by itself create a new constitutional commission or change the legal mandates of existing agencies.
Commission appointments completed
- IPOA: Dr Duncan Oburu Ojwang was nominated to chair the Independent Policing Oversight Authority, approved by the National Assembly and appointed for a six-year term. IPOA’s current official page lists him as chairperson.
- TSC: Antonina Lentoijoni and Wilson Sossion were appointed as Teachers Service Commission members for six years.
- PSC: Flora Nduku Mutua was appointed to the Public Service Commission and took the oath of office on September 10, 2026.
Seven IGRTC nominees ratified
The National and County Governments Co-ordinating Summit approved the seven IGRTC nominees in September, followed by a Kenya Gazette appointment notice. The members are Wilson Kuria Thuita, Silvya C. Apaa, Ahmed Kanyara Bishar, Pascalyne Ntang’enoi Kimirri, Ken Riaga, Evalyn Chepkirui Aruasa and Mary Nanjala Kilobi. IGRTC’s official website now lists the new membership. Their committee supports cooperation between national and county governments.
The practical distinction is that a presidential nomination is a proposed appointment: where approval or ratification is required, the nominee does not take office on the announcement alone. The appointment status above reflects the subsequent parliamentary, Summit and Gazette steps reported by the institutions.
