Kenya Parliament Returns With Budget and Electoral Reforms High on Agenda

The National Assembly has returned for the final part of the Fifth Session with budget work, electoral reforms and pending legislation competing for limited parliamentary time.

Why the timing matters

Speaker Moses Wetang’ula told MPs that the remaining period of the session would require committees and the House to prioritise unfinished business. The calendar is important because the 2027 General Election is approaching, and some legislative work must be completed early enough for institutions to implement it.

The next budget cycle is already beginning

Parliament is expected to consider the Budget Policy Statement and the wider fiscal framework for the next financial year. The BPS is one of the documents that sets the direction for revenue, expenditure priorities and sector ceilings before detailed budget estimates are approved.

The current 2026/27 budget was authorised at KSh4.82 trillion, meaning the next cycle will be examined against an already large expenditure base and continued pressure on public finances.

Electoral reforms are also on the agenda

The House is also expected to consider election-related legislation and reforms ahead of the 2027 vote. The practical importance is timing: changes to campaign finance, election administration or other electoral rules need enough lead time for the IEBC, political parties and candidates to comply.

What Parliament still has to manage

Beyond the budget and election laws, committees are carrying oversight work, pending bills and reports. The Speaker’s message effectively puts pressure on committees to decide which items require urgent completion and which may carry over.
