National Assembly Kicks Off 5th Session of the 13th Parliament
February 10, 2026 | Nairobi
The National Assembly resumed sittings today for the 5th Session of the 13th Parliament, with Members of Parliament returning to the Chamber to begin a busy legislative agenda.
House Approves New Members to House Business Committee
Among the first items of business, the House approved the appointment of new Members to the House Business Committee, which plays a crucial role in scheduling and prioritizing parliamentary business.
The newly approved Members include:
- Hon. Robert Mbui
- Hon. Adan Keynan
- Hon. Omboko Milemba
- Hon. Faith Gitau
- Hon. Samuel Chepkonga
- Hon. Tom Kajwang’
- Hon. Sarah Korere
- Hon. Joshua Mwalyo
- Hon. Umul Ker Kassim Sheikh
The committee will oversee the organization of debates, bills, and motions, ensuring the House functions efficiently during the session.
Key Agenda Items: 2026 Budget Policy and Debt Management
Top on the agenda for the 5th session is the consideration of the 2026 Budget Policy Statement (BPS) and the Debt Management Strategy (DMS).
- The BPS sets out the state of the economy, government expenditure priorities, and strategic fiscal measures for the year.
- The DMS provides a framework for managing public debt sustainably, outlining borrowing limits, risk assessment, and repayment plans.
Once approved, these documents will guide the Division of Revenue Bill, forming the foundation for the 2026/27 budget process and intergovernmental revenue sharing.
Parliamentarians emphasized the importance of these key policy documents in ensuring transparent fiscal management, economic stability, and effective service delivery across the country.
The 5th Session is expected to feature intense deliberations on national budget priorities, legislative reforms, and oversight functions critical to Kenya’s development agenda.
Why the Fifth Session Was Important
The Fifth Session opened during the final full parliamentary cycle before the 2027 General Election. That created pressure to complete budget work, electoral reforms and unfinished bills early enough for implementation before political campaigning intensified.
The House Business Committee Sets the Weekly Agenda
The House Business Committee does not decide the substance of every bill, but it plays an important scheduling role by prioritising motions, reports and legislation for debate. Its membership therefore affects how efficiently the House handles a crowded legislative calendar.
Budget Documents Shape Later Decisions
The Budget Policy Statement and debt-management documents are early stages in the annual fiscal process. They guide later decisions on revenue sharing, spending ceilings and detailed estimates, rather than serving as the final budget on their own.
